iPhone Stuck Syncing on Waiting for Changes to Be Applied
If your iPhone is recently getting stuck during sync with the message, “Waiting for changes to be applied,” try this solution before you spend a lot of time doing a factory restore. There seems to be a problem with voice memos syncing with the latest update. If you haven’t already transferred your voice memos in an earlier sync/backup, then email your voice memos to yourself so you don’t lose them. Then you’ll need to delete all your voice memos from your iPhone. You should be able to sync now without problems. New voice memos should sync okay but if you continue to have problems then perhaps you’ll need to wait for Apple to provide a permanent fix. If after deleting your voice memos you still have sync problems then you’ll unfortunately have to do a factory restore.

I thought this was a new problem with Itunes 11 and ios7
Never had it before but i got it bad now, Ive never used voice memos, got any ideas for new os

I’ve noticed it in the new iOS but usually if I wait for several minutes–and sometimes it’s taken 10 minutes–it eventually finishes. With the prior issue on voice memos I’ve let it go overnight and it wouldn’t complete. Try just waiting an extended bit.
